《喧言》是一个社会声音项目。艺术家通过网络征集6组志愿者，每组志愿者必须是两个来自同一家乡使用同样方言的男性和女性。志愿者分别被安排在北京六处最为吵闹的地点，用自己家乡的方言同时朗读《中华人民共和国环境噪声污染防治法》并由艺术家现场录制。录音完成后上传至网络，将录音地点在北京不同的历史时期的地图上标明，并重叠在由声音链接生成的二维码上。

 

在北京的外来人口，他们在北京生活多年依然是“外地人”，当回到家乡时因为不熟悉家乡的迅速变化亦是“外地人”，而难改的乡音却成为在这个城市中标示自己地域身份的最显著的特征。

 

将防治噪声污染的法律与嘈杂的噪声环境并置，显得规则在现实中软弱无力和无所适从；使用北京自建都以来的6个历史时期（元、明、清、民国、文革、改革开放）的地图，将这些地图叠印在今天北京的地图上并标示出录音地点，以见证城市的扩张变化。

 

Bustling Declaration is a sound-art project about being lost.

 

People from here and there came to big cities for good reasons. After several years of struggling, most of them still remained as an outlier to their dreaming city, in the meantime; they became a stranger to their mother town due to its rapid development. The last vine for them to grasp probably is the accent which might be indicating a root.

 

Six pairs of volunteers, gathered by the artist Feng Hao through social network, each includes a male and a female both from the same hometown outside of Beijing, were synchronously reading the LAW OF THE PEOPLE'S REPUBLIC OF CHINA ON THE PREVENTION AND CONTROL OF ENVIRONMENTAL NOISE POLLUTION  with their endemic accent in six most bustling places of the metropolitan, which result six different sound recordings.

 

When the law of protecting the environment met noisy surroundings, it has no power to protect itself from its opposite.

 

In the artist’s opinion, there were six historic periods of Beijing, which were Yuan dynasty, Ming dynasty, Qing dynasty, Republic of China, the Culture Revolution, the Reform and Opening-up, showing tremendous changings and impulsive expansions.

 

The sound recordings were separately uploaded to the website bandcamp.com and the QR codes covered and peered with the map of the mentioned 6 historic periods of Beijing.
